Total value of the Project: 77 541 Euro
The funding from the Ministry of Labour and Social Policy is 69 787 Euro, Municipality of Yambol co-finances the project with 10% of the total amount.
The needs and the restrictions in the target area are marked, based on information and analysis of the concept of the deinstitutionalisation, made by the employees of “Social support” Department and the Department for child protection in the Town of Yambol. During the identification of the child groups at risk, needing help and support were determined the following categories:

Young people, leaving the specialized institutions, which in most cases are not prepared for living on their own. There is one major problem stands in front of these young people – they don’t have a place to live. The local authority is facing serious difficulties finding residences for them, because there are no available municipal accommodations which can be given to the young people.

For covering the needs of the target group at risk is engaged the Center for educational programs and social initiatives, which works for the construction and opening of a Home for temporary accommodation;

Children with physical disabilities – 222 children with disabilities, registers and under the care of the Department of Social support – Yambol;

Children at risk - the high level of unemployment, the strong need for residences are serious treats for the family. These factors lead to stress and social isolation of the children. For the sick and unemployed parents is harder to deal with the everyday life’s problems, as the financial problems and low parental abilities often lead to the abandoning of their children and their institutionalization. This leads to the need for a Support center for children at risk, where the following services will be provided:

Prevention of abandoning children – increasing the clients parental abilities and potential to deal with their problems in life, their joining in the process of combine responsibilities for achieving a better quality of life.

Supplying information and consultations - regarding law, health, social – pedagogy, work and education;

Mediation – within the family, labor mediation
The realm of Yambol’s Municipality are forcing the creation of social rehabilitation and integration centers for clients with different needs – children with disabilities and families at risk.
Because of the fact that child services in Yambol’s municipality are not well developed, after precise analysis, a team of experts joined around the idea of applying with PHARE Programme for a project for developing social services for children in the community, i.e. “Community support center for children and families”. The center will have two sections – Rehabilitation for children with disabilities and Section for Social work with children and families at risk. The beneficiates of this center will be children, single parents and families at risk.
The potential groups at risk were discussed and also the need of offering a new type of social service for children, which will satisfy their needs.
In result was formed a work group of municipality employees to elaborate on a suggestion for Component 1.”Offering medical, social and educational services for children in the community” with target group children and families at risk (children without parental guides, victims of cruelty and violence, abandoned children, children with disabilities, pregnant woman, with possibility to abandon their babies after the birth, etc.); children, living in specialized institutions, children, leaving such institutions.
