The funding from the Ministry of Labour and Social Policy is 69 787 Euro, Municipality of Yambol co-finances the project with 10% of the total amount.
At July 3rd 2006 the Board of Yambol Municipality organized and held A Round Table meeting, at which were discussed questions, regarding the improvement of social services in the region of the municipality.
To attend the meeting were invited representatives of different institutions and organizations, with direct connection to the discussed problems.
At the Round Table participated the directors of different institutions – The Regional office of Social Support, Department of Social Support - Yambol, Regional health care center – Yambol, Regional Inspectorate of Education – Yambol, directors of specialized institutions for children without parental care, and representatives of local non-governmental organizations. They were introduced to the main points of PHARE Programme 2004/- Deinstitutionalization through provision of community based services for risk groups.
Different standpoints and opinions were given at the meeting from the specialists. For this purpose the Municipality of Yambol asked for cooperation and information the Office for child protection with the Department f Social Support – Yambol for analysis of the data and social analysis of the risk groups in the town.
The services and the activities of the project are planned to correspond to the research of the needs of the socially vulnerable groups in the Town of Yambol and its region.
The following services are forseen: social, legal, psycho- social and psychological consultations, specialized trainings and programs for social inclusion, rehabilitation and physiotherapy for children with physical disabilities.
The purpose of project activities is to improve the social comfort and the well-being of the children in our town; professional support for single parents and families at risk.
The services planned - social, psychological, rehabilitation, physiotherapeutic and educational activities, has the goal to increase the informational level, knowledge and abilities of the children for their social inclusion.
With the intense professional support and help of the team in the Center, the children leaving the specialized institutions will acquire skills and knowledge they will need for their first independent steps into their new life; will become more confident for being complete citizens with equal rights and opportunities for normal life and job realization. This will contribute for their successful social adaptation and socialization.
The victims of violence and harassment will receive valuable information about their rights and the ways they can stand them. If needed, in cooperation with other institutions and organizations, the victims will receive information and the chance to be taken out of the emotionally endangering social surroundings, to receive security and support.
The social activities in concern to the reintegration of the children will lead to their leaving of the specialized institutions; will stimulate the emotional connections between the children and their families and the parental commitments and responsibilities in the process of raising their once abandon children. The parents and the families will be able to increase their level of information, regarding the emotional, social and cultural growth of their children, which will be influence in positive way their parental abilities.
The children with physical disabilities will receive the necessary care and attention, opportunities for social contacts and self-esteem that they are as just significant as the healthy kids at their age. The number of institutionalized children will decrease.
The common goal of the program is to strengthen of the system for increasing the child’s prosperity and deinstitutionalization through provision of community based services.
The achievement of this common goal of the project through effective actions for adequate progress and social inclusion will provide better condition for life for the children in or town and its region; the social isolation will be bridged and will increase the quality of life for the children at risk and their families.
Partners in the project are the Regional Council of the Bulgarian Red Cross and The Center for Educational Programs and Social Initiatives - Yambol.
