The target groups, who's determination is based on analytic data and the marked needs and restrictions in the region are children and families at risk and includes:

• children without parental care;
• children with physical disabilities,
• children and parents, victims of abuse and violence,
• pregnant women in risk to abandon their babies;
• single parents;
• parents in the lowest income bracket;
• children with school problems in risk to fall out of the educational system or are already out of it;
• parents of children at risk to fell out of school.
